Andrew Albrecht

President


Andrew Albrecht has over 30 years of hands-on construction experience starting in the crafts and quickly moving up through a well-known, highly successful, regional construction organization to senior executive positions, ultimately earning the position of President of RCI Construction Group (later Parsons/RCI), managing annual construction revenues in excess of $400 million. Andrew has experience in all aspects of running a construction business from business development, project selection, and estimating; to contract negotiations, project execution, and financial reporting. 


Prior to starting Pacific Civil & Infrastructure, Andrew worked for the same company since graduating from college. However, he has experience managing in both a regional, family-owned atmosphere (RCI) and, after the acquisition by a large E&C company (Parsons), as a senior executive of a company with annual revenues in excess of $3 billion. 


Andrew has taken advantage of the best practices he has learned from both the aggressive, regional, family-owned operation while adopting many of the perspectives and project control tools he has learned and practiced while managing under the large E&C operation. Andrew feels that a balance of the two approaches provides the optimum operational success.

Ralph E. Raymond

Senior Project Manager/Estimator


Ralph Raymond has over 40 years of hands-on construction industry experience, in a wide range of projects roles, in the western states, Hawaii, and Alaska.  Ralph’s skills include project management, estimating, and scheduling of a variety of project types and contractual relationships.  


Ralph strives to consistently identify and seize opportunities to maximize processes that will deliver high quality projects – on time, under budget, and with an excellent safety record.


Representative projects that Ralph has played a major role in include:


  • Numerous water treatment and wastewater treatment facilities, up to 113MGD and $180 million, including systems such as large pump stations, reverse osmosis, microfiltration, conventional waste water treatment tanks and clarifiers, sand filters, solids processing, chemical, ultraviolet, and ozone systems.

 

  • Two design-build water reuse treatment plants, utilizing reverse osmosis, microfiltration, sand and tertiary filters, UV, ozone systems, and miles of distribution piping.

 

  • Industrial process facilities for petrochemical production, food processing, and airplane fabrication.

 

  • Commercial offices, schools, and warehouse buildings- wood framed, tilt-up, concrete, and steel framed.

 

  • Corps of Engineers projects, including a 35MW powerhouse and tunnel, and a major home port pier expansion project.


Ralph maintains registered contractor RME licenses in Hawaii and California, and has a B.S. in Construction Management from the University of Washington.
